This is Falfurrias, Texas

Falfurrias is the county seat of Brooks County, Texas, United States. The town is named for founder Edward Cunningham Lasater's ranch, La Mota de Falfurrias. In 1893, the Falfurrias ranch was one of the largest in Texas at some 350,000 acres.

The city is centered around the intersection of U.S. Highway 281 and State Highway 285 and is approximately 81 miles southwest of Corpus Christi, 90 miles southeast of Laredo, and 36 miles south of Alice. Population was 6,200 as of 2010.

NOTICE is hereby given of a REGULAR MEETING, of the City Council, for the City of Falfurrias, County of Brooks, State of Texas, to be held on WEDNESDAY, November 19, 2014 at 6:30 p.m. at: Falfurrias Police Department Conference Room at 205 E. Allen St. Falfurrias, Texas 78355 for the purpose of considering the following numbered items.
 
If during the course of this Council Meeting, the City Council should determine that a Closed meeting or executive session of the Council is required, such closed meeting or Executive session will be conducted during or soon after the commencement of the meeting Covered by this notice. This closed meeting or executive session will follow the guidelines And subject matter as set forth under Title 5, Chapter 551, of Texas Government Code and an Amendments thereto.
 
  • ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM:
  • ITEM 2.) CITIZEN COMMENTS: This is the opportunity for visitors and guests to address the City Council on any issue. City Council may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General Opinion – JC 0169).

  • ITEM 7.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: ORDINANCE NO.XXX – AN ORDINANCE T0 REGULATE THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND FOR TRADE, INDUSTRY, RESIDENCE AND OTHER PURPOSES; TO REGULATE THE HEIGHT OF BUILDINGS AND STRUCTURES; TO REGULATE AND DETERMINE THE AREA OF YARDS AND OTHER OPEN SPACES ABOUT BUILDINGS; T0 REGULATE AND DETERMINE THE DENSITY OF USE OF LAND AND LOT AREAS, AND FOR THE SAID PURPOSES TO DIVIDE THE CITY INTO DISTRICTS, TO PROVIDE FOR ITS ENFORCEMENT AND FOR A BOARD OF ADJUSTMENT; TO PROVIDE FOR CHANGES AND AMENDMENTS, TO PRESCRIBE PENALTIES FOR THE VIOLATION OF ITS PROVISIONS; AND PROVIDING A SEVERABILITY CLAUSE. 
  • ITEM 8.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: ORDINANCE NO. XXX – AN ORDINANCE OF THE CITY OF FALFURRIAS, TEXAS (CITY) AMENDING ORDINANCE NO. XXX; ADOPTING NEW UTILITY RATES FOR WATER AND SEWER, INCLUDING NEW GENERAL SERVICE, DEPOSIT, TAPPING, AND LINE EXTENSION; MODIFYING A METER-SIZE BASED MINIMUM CHARGE STRUCTURE FOR WATER SERVICE; INCREASING MINIMUM CHARGES AND VOLUMETRIC RATES EACH YEAR FROM APRIL 1, 2014 THROUGH APRIL 2018 AT THE LEVELS INDICATED IN THE RATE TABLES PROVIDED WITHIN THIS ORDINANCE, SAID RATE INCREASES TO AUTOMATICALLY GO INTO EFFECT ON APRIL 1, 2014 AND FOR EACH SUBSEQUENT YEAR THEREAFTER THROUGH APRIL 2018 UNLESS THE CITY COUNCIL TAKES ACTION TO REVISE THIS ORDINANCE; AUTHORIZING THE MAYOR TO ORDER THE IMPLEMENTATION OF THE AMENDED RATE SCHEDULE WITHIN AND WITHOUT THE CITY; DECLARING A PUBLIC PURPOSE; PROVIDING A REPEALER; PROVIDING FOR SEVERABILITY; AND SETTING AN EFFECTIVE DATE.

  • ITEM 11.) CONSIDERATION AND POSSIBLE ACTION – To discuss and vote on options for financing agreement and/or cash-financing with Noesis Energy for the LED lighting retro-fitting of City of Falfurrias lighting by Enviro-Light Solutions, LLC.
  • ITEM 12.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on accepting bid for City of Falfurrias grazing lease for Otis Goldman wastewater treatment plant.  
  • ITEM 13.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on discontinuing services with The Reyna Network for Downtown Revitalization Project. 
  • ITEM 14.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on renewal of agreement between City of Falfurrias and Apple Auctioneering for Falfurrias Police Department vehicle auctions.  
  • ITEM 15.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: ORDINANCE NO. XXX -  AN ORDINANCE CREATING THE OFFICE OF CITY ADMINISTRATOR IN THE CITY OF FALFURRIAS, TEXAS AND PROVIDING FOR HIS/HER POWERS AND DUTIES.
  • ITEM 16.) BRIEFING, DISCUSSION, AND DIRECTION CONCERNING: To discuss Comprehensive Compensation and Classification Study recommendations and Job Descriptions.  
  • ITEM 17.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To approve a $7,000 offer by Krsytal Mendoza to purchase tax sale property on Lot 2 Block ‘B’, Maupin Addition, an addition to the Town of Falfurrias, as described in Cabinet A Envelope 34, Plat Records of Brooks County, Texas belonging to Francisa Salas, Estate, et al. by Linebarger, Goggan, Blair & Sampson delinquent attorneys and approve a Resolution No.XXX. 
  • ITEM 18.) NEWS AND INFORMATION – (Non-Action Items) 
  • “At this time, the City Council and Staff will report/update on all Committee/Board assignments which may include, but is not limited to the following: Utilities Advisory Board, Coastal Bend Council of Governments, Heritage Museum Board, Falfurrias Golfer’s Association and Texas Municipal League. Staff reports include the following: Code Enforcement, Accounting & Finance – Financial & Investment Information, Monthly Financial Reports, Police Department – Grant Updates, Police Reports; Municipal Court – Monthly Collection Reports, Court Schedule; Public Works – Building Maintenance, Street Updates, Construction Updates; Utilities – Construction Projects; Park Services – Grant update (s), miscellaneous park projects; Administration – Workshop Schedule, Interlocal Agreements, Public Information, Hotel Occupancy Report, Downtown projects, Chapter 59 Project, Financial Advisor. No formal action can be taken on these items at this time.”
